Do Concrete Contractors Need a License in Oklahoma?

What Oklahoma does and doesn't regulate for driveway work, the one city license that matters, and the checks that actually protect you when you hire.

By OKC Driveway Repair Co. · Updated

Short answer: No statewide license exists for concrete contractors in Oklahoma. The Construction Industries Board licenses trades like plumbing, electrical and mechanical work, not concrete. Cities can add their own rules, and Oklahoma City requires a licensed sidewalk or paving contractor for driveway work in the right-of-way under OKC Code §50-117.

OKC Driveway Repair Co. is a driveway contractor serving Oklahoma City, and one of the first things careful homeowners ask is whether a concrete contractor license exists in Oklahoma at all. It mostly doesn’t. That surprises people, and it means the burden of vetting falls on you. Here is what is regulated, what isn’t, and how to check a contractor when the state won’t do it for you.

What the state regulates

Oklahoma’s Construction Industries Board licenses specific trades: plumbing, electrical, mechanical, and a few others. There is no statewide general contractor license and no state concrete contractor license. Concrete flatwork, including driveways, is not one of the trades the board regulates. Local governments can add their own requirements, and some do.

The one license that matters for driveways in OKC

Oklahoma City regulates work in the public right-of-way. Code §50-116 requires a permit to construct, replace or repair a driveway there, and §50-117 issues that permit only to licensed sidewalk or paving contractors. In practice that covers the approach between the sidewalk and the street. If your job touches the approach, the contractor needs to be able to pull that permit. The suburbs run their own versions. How to vet a driveway contractor without a state license

Paperwork

  • Insurance certificate. Ask for a certificate of general liability insurance, sent directly from the insurer, naming the business you’re hiring. Workers’ compensation matters if they have employees on your property.
  • Business registration. Confirm the business is registered with the Oklahoma Secretary of State under the name on the quote.
  • Permit ability. For approach work, confirm they can pull the city right-of-way permit.

The quote itself

A detailed quote is the best evidence of competence. Look for:

  • Specs in writing: slab thickness, psi, air entrainment, reinforcement and how it is supported.
  • Base work named: what happens to soft clay and how much stone goes under the slab.
  • Joints: saw-cut timing and spacing, expansion joints at the garage and street.
  • Line items for tear-out, base, concrete, finish and permit, rather than one number.
  • A payment schedule and what happens if something changes.

Our guide to comparing driveway quotes walks through each line.

Red flags

  • “We have leftover concrete from another job.” A classic door-to-door pitch.
  • Large cash deposits or pressure to pay in full before work starts.
  • No written specs, or “standard driveway” as the only description.
  • No permit line on a job that reaches the street.
  • Reviews you can’t verify. Look for reviews on platforms tied to real accounts, and read the negative ones for how problems were handled.

Bottom line

Oklahoma doesn’t license concrete contractors, so a license number won’t protect you. Insurance, registration, the ability to pull a city permit, and a quote with real specs will. For a written, itemized driveway quote, call (405) 442-4044 or see driveway replacement.

How do I check if a concrete contractor is legitimate in Oklahoma?

Ask for a certificate of general liability insurance sent directly from their insurer, confirm the business is registered with the Oklahoma Secretary of State, and, for right-of-way work, confirm they can pull the city permit. Then judge the quote itself on specs, base work and a written scope.

Do I need a contractor with a city license for my driveway?

For work on the approach in Oklahoma City's right-of-way, yes; §50-117 issues that permit only to licensed sidewalk or paving contractors. For work entirely on your lot, the city license isn't the deciding factor, but it is still a good sign the contractor works to city standards.

Should I pay a deposit before a driveway job starts?

A reasonable deposit for materials is common on larger jobs. Be cautious of large up-front payments, cash-only requests, or pressure to pay in full before work starts. The payment schedule should be written on the quote.
